Contractor Accused Of Destroying Home

We've warned you about him before: A so-called handyman accused of ripping off customers and destroying their homes.But in a KIRO 7 Consumer Investigation follow-up, we not only found more victims, but we caught up with the man accused of scamming them.Check whether a contractor is licensedWe first introduced you to former contractor Bill Koepp last year, shown in undercover video.Koepp appeared Tuesday at the Pierce County Courthouse, accused of theft."He seemed like a real trustworthy guy," said Tom Moncrief.Moncrief says he's the latest victim. He hired Koepp to repair his Lewis County house."He promised me that I would have everything the way I wanted it, that they would paint for free, carpet and linoleum," Moncrief said.Moncrief found Koepp off Craigslist, where Koepp described himself as a handyman with 20 years' experience, trying to support his family."I hired him off Craigslist because he said he was raising a family," Moncrief said.At first the job was simple: Koepp agreed to repair Monciref's roof, porch and windows. Then more jobs were added and more money was spent."I ended up paying him over $30,000 in materials and labor," Moncrief said.But as soon as the money disappeared, Moncrief said Koepp stopped showing up. There were walls left undone, floors were bare, wires were exposed, the roof was unfinished -- and the list goes on and on."He would start one job and get half way through it, and start another job. There was, like, 10 unfinished jobs and he would go from there," said Moncrief. "I don't consider that a good workman."And neither does the state. According to records obtained by KIRO 7, Koepp had a string of failed businesses. We found a number of unfinished jobs. He even faces theft charges in two different counties. Records also show that Koepp and has been working as a contractor even though he's not licensed.Shari: "He's been written tickets. He knows he's been violating the law and he's repeatedly violating it."Washington State Labor and Industries fined Koepp five different times for working without a license. It's currently investigating two new cases where Koepp's accused of doing the same thing."It looks like he's doing work that he has no idea how to do. It's work that's not getting properly permitted, inspected, lack of building permits or electrical permits, in some cases," said Shari Purves-Reiter of Labor and Industries."He kept promising me he wouldn't do us wrong," said Darlene Begley, who also learned the hard way.We featured her story last year after she hired Koepp to remodel her Pierce County home. Nearly $70,000 later, "the money is all gone and nothing is finished," she said.Begley's dream home turned into a real life nightmare. The floors, the driveway, her roof and bathrooms were unfinished and practically destroyed. Eventually, Koepp was charged with theft.Which brought him to the Pierce County Courthouse.Quinlan: "Hey Bill, I'm David Quinlan with KIRO-TV. Had some questions regarding your recent construction projects."
Koepp: "I'm not interested."
Quinlan: "Sir, do you realize that you're not licensed or registered to work as a contractor? Tom Moncrief says you took $30,000 and destroyed his house. Bill you don't want to comment?"Moncrief said he is out of answers too. He depends on disability, but with no money and an unfinished house Moncrief's not sure what he'll do."He thought he found his gold pot. How does that make you feel? Taken. Back stabbed. I guess I'm an easy target," Moncrief said.Moncrief ended up paying Koepp in cash and never checked to see if he was licensed or registered with the state.Check whether a contractor is licensed
