Men Charged In Bank Robbery, Downtown Standoff

SEATTLE -- Two men accused of robbing a bank in West Seattle and leading police on a chase that ended with one of them being shot by officers in a standoff were charged Monday, reported KIRO 7 Eyewitness News.Kevin Palmer was charged with first-degree robbery and attempting to elude a police vehicle.Douglas Cox was charged with armed robbery, assault and attempting to elude police.Charging documents said Cox entered a Wells Fargo bank on July 1 wearing a women's wig, dark clothing, white gloves, sunglasses and had a black substance smeared on his face.Prosecutors said Cox pulled a gun, which later proved to be pellet gun, and demanded cash from two tellers who placed the cash, which amounted to more than $14,000, in a bag for Cox. Police said an officer, who had been alerted to the robbery when a teller pressed a silent alarm button, saw Cox walking to the getaway vehicle where Palmer was waiting behind the wheel.Police ordered Cox to stop, but he disregarded the command, and fled with Palmer in a Jeep, documents said.After leading police on a chase through Seattle, Palmer fled the vehicle in the Yesler Terrace area and was arrested, prosecutors said. Cox got behind the wheel of the Jeep and continued fleeing from police, charging documents said. Police said Cox drove the wrong way down one-way streets and disregarded all traffic laws, putting pedestrians and other drivers in danger. He was eventually stopped by heavy traffic at First and Spring streets in downtown Seattle.After giving Cox repeated orders to drop his gun and surrender, Cox allegedly raised the weapon and pointed it in the officers' direction, police said. Officers fired two separate volleys of shots.Documents said Cox was shot as many as five times in the head and neck. He was transported to Harborview Medical Center where he remains in satisfactory condition.Police said Cox has a criminal record that includes convictions in connection with five earlier bank robberies, including one in 1998 at a Wells Fargo bank branch in Spokane.Both men's bail was set at $2 million.
