PIERCE COUNTY, Wash. -- A man now charged with fatally hitting a bicyclist and then fleeing the scene is back in custody after his arraignment Tuesday, reported KIRO 7 Eyewitness News.Police filed charges against Blair Jensen, 23, in connection with a fatal hit-and-run of a bicyclist in Puyallup last week. The charges include vehicular homicide and failure to remain at the scene of an accident. Jensen's girlfriend, Christina Ripple, was charged with rendering criminal assistance to Jensen and a warrant has been issued for her arrest.Jensen pleaded not guilty during his arraignment Tuesday. The judge said there's a risk Jensen might run, so he upped his bail from $15,000 to $500,000. Jensen made bail when he was previously arrested, so he was out of custody when he came to court.Police said 51-year-old John "Chip" McRae III was cycling down East Main Avenue in Puyallup Sept. 8 around 8 p.m. with a friend, when he was struck and killed by a silver Cadillac STS. Jensen owns the Cadillac that struck McRae, police said.According to probable cause documents filed by the Pierce County prosecutor’s office:An eyewitness to the incident told police that he was eastbound on East Main Avenue when a Cadillac pulled up next to him and revved up his engine. The eyewitness said he accelerated his car as the Cadillac passed him at a high rate of speed. The Cadillac was about 500 feet in front of the eyewitness when he hit McRae, the eyewitness said. He described the Cadillac’s driver as a white male in his mid- 20s with short blonde hair.Video surveillance from a business on East Main Avenue showed McRae and a friend getting on their bikes and heading east onto East Main Avenue. From the video, it appears that McRae had a flashing red light on the back of his bicycle. The video then shows the silver Cadillac and the witness’ vehicle traveling east on East Main Avenue.Puyallup police responded to the incident and discovered that the vehicle involved fled the scene. Witnesses described the fleeing vehicle as a late model four-door silver Cadillac.Sometime after the incident, Jensen called a tow company asking if they could tow his vehicle, the company's manager told police. Jensen told the manager that he loaned his car to a friend and it was involved in a collision. Jensen wanted to tow the car because he was in Idaho and unable to pick his car up, he told the manager. After arranging the vehicle to be towed, the son of the tow company manager found the Cadillac at a dead end street. He said it was dark and did not see the nature or extent of the damage. The next morning, the tow company manager called detectives about a silver 2005 Cadillac CTS four-door that had extensive front-end damage and damage to the right side of the car. It was registered to Jensen and his grandmother.Police said the vehicle parts recovered at the crime scene appeared to be consistent with the damage to the vehicle.
SLIDESHOW: Manhunt For Fatal Hit-And-Run DriverAfter the incident, Jensen was on the run for three days before he turned himself in Friday afternoon. While Jensen was on the run, Puyallup police issued a bulletin also looking for Jensen’s girlfriend, 20-year-old Christina Ripple. Police said they believed Ripple helped Jensen hide from police before he turned himself in.Detectives received a tip from a citizen a few days later who said Ripple had stated in a phone conversation that she was following Jensen while he was racing and that she had to swerve to miss the bicyclist who Jensen struck.Video surveillance showed a white two-door Scion, the same vehicle owned by Ripple, pass by a few seconds after the racing vehicles. In addition, Ripple's employer told police that he received a text-message from her the day after the crash that said she could not come to work for personal reasons, the documents said.Jensen’s family did not assist police in helping to find Jensen, as advised by their attorney. On Friday afternoon, Jensen, accompanied by his attorney, turned himself in. Ripple was not with him and police have issued a warrant for her arrest.Jensen made bail a few hours after turning himself in and was let out of the Pierce County Jail until his arraignment.Jensen's attorney insists his client is innocent.“Without any solid evidence, anything solid that puts him behind the wheel of the car. He is the registered owner of a car that was involved in an accident," said Jensen's attorney Jay Berneburg. "The state has the burden of proof, they have to prove their case beyond a reasonable doubt, they do it with admissible, lawfully obtained evidence, and when we're confronted with that, we'll deal with it when we get it."Police said Crime Stoppers is posting a $1,000 reward for information leading to Ripple's arrest. If you have that information call Crime Stoppers or Puyallup police.McRae was the father of three boys. “We are devastated. The whole family is devastated,” said Lisa Steck, McRae’s sister.
