Man Charged In Fatal Street Race

A suspect in a vehicular homicide faced charges Tuesday for a street race that killed a local teenager in October 2007.

Family members told KIRO 7 this was a race neither driver should have gotten into.

Nearly a year ago, Richard Frazer got into a street race with 19-year-old Cameron Harbin of Spanaway. The two were racing on 128th Street in Parkland, reaching speeds in excess of 100 miles-per-hour, investigators said.

Harbin lost control of his car and crashed into trees and bushes along the roadside.

Investigators said Frazer saw the crash, but kept going, leaving Harbin to die.

“That's evil to me. That's heartless and sickening. I just can't imagine that someone would not stop,” said Harbin’s sister, Kaelja Silver.

Months after allegedly admitting to the race, 21-year-old Frazer pleaded not guilty to charges of vehicular homicide.

Investigators say Frazer and Harbin both jockeyed to pass one another on a narrow dangerous stretch of road.

Harbin's family said though the two both willingly got into a race, Frazer has to be held responsible for his role in the teenager's death.

“We all make mistakes and we all have to learn from our mistakes. And we all have to pay consequences and Richard has to pay the consequences,” said Harbin’s stepmother, Debby Sharp.

An arrest warrant was issued Friday for Frazer when he didn’t show up for his arraignment in Pierce County Superior Court.

Frazer’s attorney said he missing his court appearance because he was with his girlfriend.

Frazer remains free on person recognizance pending his trial.
