Settlement Reached Over Bellevue Crane Collapse Fines

SEATTLE -- The state Department of Labor and Industries and the operator of a Bellevue tower crane that collapsed in 2006, killing a man, have reached a settlement over a dispute over safety violations.The crane operator, Lease Crutcher Lewis, agreed to pay a $9,200 fine and not to appeal the violation. L&I agreed to modify the violation that cited the company for failing to ensure that the crane was inspected and maintained in accordance with the manufacturer’s specifications, L&I said.A second violation not related to the crane's failure was for a sign installed on the tower that made the structure higher. L&I said it found no evidence the sign caused the tower to collapse.As it came down on Nov. 16, 2006, the construction crane crashed through a building, killing a man in his condo. Matthew Ammon, a lawyer at Microsoft, died when the crane crushed the top floor of the Pinnacle Bell Centre, a 248-unit complex with stores on the ground floor and apartments above. The crane first hit Plaza 305, an office building, then struck the sixth and seventh floors of the Civica Office Commons before crashing onto the Pinnacle Bell Centre. Severe structural damage was reported to all three buildings, and a restaurant also was damaged.A L&I investigation determined a flawed design was the cause of the collapse. A report issued by the agency said the crane was designed to withstand only about one-quarter of the pressures that the 210-foot tower required.
