Dad Remains In Jail For Daughter's Fatal Shooting

TULALIP, Wash. -- A father appeared in court in connection with the death of his 6-year-old daughter in an incident police said involved him, drinking and guns.Richard Peters, 42, appeared in court Monday, facing charges of manslaughter in the death of his daughter Stormy.Peters called 911 Sunday night to report his daughter had been shot in the head while someone in the home was cleaning guns.Snohomish County investigators responded to the home in the 4500 block of 83rd Place Northwest in Tulalip a little before 8 p.m.Initially she was transported to the Colby Campus of Providence Medical Center in Everett, but was later airlifted to Children's Hospital in Seattle where she died, said the King County Medical Examiner's Office.Probable cause documents obtained by KIRO 7 said the husband and wife were cleaning guns together Sunday night when the wife went upstairs to get her husband’s .45 caliber handgun. When she returned with the gun, her husband cleared the gun and it fired, the documents said.The mother told police their daughter hadn't been in the room then appeared out of nowhere when the gun went off.Peters told police he had been drinking, having “multiple double-vodkas,” according to court documents.There is still some confusion for the Snohomish County authorities on how it all unfolded because although the mother told police she retrieved the gun, Peters said he sent Stormy upstairs to get the gun on his nightstand.The defense attorney argued that Peters should be released. The judge ultimately set bail at $250,000.According to court documents, police are concerned that Peters could hurt himself if he was released from jail. They said after the shooting he was very distraught and talked about harming himself.During their investigation, detectives removed other firearms from the house, but did not say how many or the types of firearms removed.Two other children were also home at the same time, a 3-year-old and an 8-year-old. They have both been removed from the home by Child Protective Services. Shawna Feiock said she has known the family for about five years and lives just across the street. She said the girl was happy and outgoing.“I felt sorry for him. I’m sure they’re just destroyed. I would be. I can’t imagine anything more tremendous in life than losing your child,” Feiock said.Peters has one previous arrest for driving without a license in 1991.
