D.A.: Local Woman Helped Lure Broadway Producer's Rape Victims

A Federal Way woman has been charged with helping a famous Broadway producer and songwriter rape young actresses.

Joseph Brooks was best known for writing the song "You Light up My Life," a number one hit in the 1970s.

New York detectives on Tuesday arrested Brooks, accusing him of 91 felony and misdemeanor charges, including rape, sexual abuse, and grand larceny.

Manhattan District Attorney Robert Morgenthau made the announcement on Monday afternoon.

“They were lured to his apartment under the guise of an audition for acting. Eleven victims flown in from California, Florida, Oregon and Washington state,” Morgenthau said.

Morgenthau also thinks Brooks had help.

KIRO Team 7 Investigators have been looking into that for more than a year. In April of 2008, KIRO 7 learned that a Federal Way woman, 42-year-old Shawni M. Lacier, might have helped Brooks find his alleged victims.

Using information provided by one of those accusers, Team 7 Investigators found a Craigslist ad under "Seattle-talent gigs." The ad was printed and saved before it disappeared from the public server. Now it's evidence.

The ad reads "Young girl to play homeless girl in feature film. We are looking for a very pretty, sad eyed, deer caught in the headlights kind of girl - beautiful and sensitive."

Detectives said they believe the "we" was Lucier and Brooks.

Seattle police said Lucier did initial interviews with Seattle actresses who responded, then flew some of them to New York.

There, according to the indictment, Brooks pretended to conduct auditions with the much younger women at his apartment, possibly using a drug, like Rohypnol, to daze the actresses.

The Manhattan DA explained.

“In many cases the victims were forcibly raped. In many cases they were incapacitated. In some cases the victims were both forced and incapacitated with a large glass of wine,” Morgenthau said.

Seattle detectives said they interviewed three alleged rape victims from the Northwest at Harborview Medical Center last year before turning the cases over to New York police.

Over the past six months, Team 7 Investigators have repeatedly asked Lucier to respond to these allegations, even calling Tuesday. She has not responded.

Lucier now faces nine misdemeanor counts of criminal facilitation in New York.

Brooks’ lawyer calls the charges "preposterous."
