PORT ANGELES, Wash. -- Friends and relatives of a 14-year-old skateboarder who died last week in Port Angeles urged the city council on Monday night to pass a helmet law.Frank Russo suffered fatal head injuries when he fell off his skateboard at a skate park on Friday night. He was not wearing a helmet."If he had a helmet on, he would still be alive. He had a cerebellum injury and he immediately went into, (was) brain dead within 10 minutes," said William Feeney, Russo's stepfather. "It's needless."
