911 Call Released In Everett Officer-Involved Fatal Shooting

The 911 call leading up to an Everett officer-involved shooting that killed a Stanwood man has been released after the officer was charged with manslaughter in the case.

Niles Leo Meservey, 51, of Stanwood was walking to his car at the Chuckwagon Inn last June when someone called 911 to report that he was too drunk to drive.

Trisha Tribble was there and said she and several others tried to stop Meservey from driving home.

“Tried to offer a cab, tried to offer giving him a ride, tried to offer him having him stay at one our places close by just because it was the wrong thing for him to be on the road,” Tribble said.

When that didn't work, she gave her cell phone to a friend, who called 911.

From the 911 call, the caller said, “We're really concerned about a guy leaving the parking lot of Chuckwagon on Evergreen Way -- in a white Corvette, he's extremely intoxicated.”

Everett police, including officer Troy Meade, responded to the scene and boxed in Meservey’s white Corvette.

According to court documents, Meade tried tasering Meservey, who was described as belligerent. Another officer at the scene said Meservey appeared to try to drive away. That officer said he heard Meade say, 'Time to end this, enough is enough' before he opened fire.

Witnesses said the car lurched forward over a parking curb and away from Meade, possibly from an involuntary reflex after Meservey was jolted with the Taser, and lodged against a fence and a parking curb before the officer began shooting.

Meservey was shot seven times in the back and died at the scene.

An autopsy determined that his blood alcohol level was .26 percent, more than three times the .08 legal threshold for intoxication. No other drugs or medications were found.

On Monday, Meade was charged with manslaughter. It’s the first time a police officer has faced prosecution for a shooting in the line of duty in Snohomish County.

Tribble said she believes the officer committed a crime.

“There's no reason for this drunken guy, that was just obviously out of his mind. There was no reason for him to die,” she said.

Meade's attorney said the 41-year-old officer "Very much regrets the shooting. He feels terrible about it, but it was a split second decision that he had to make."

Meade remains on paid administrative leave.

The victim's daughter has all ready filed a $15 million claim against the city.
