SPANAWAY, Wash. —

A SWAT standoff kept neighbors out of their homes and shut down traffic in Spanaway for hours when a wanted man refused to surrender to officers.

The 24-year-old fugitive and convicted felon barricaded himself inside a house where he was visiting friends after officers responded to take him into custody.

The standoff, which began at 4 p.m. in a gated community in the 4200 block of 213th Court East, involved all of the Pierce County SWAT team.

Officers fired more than 20 tear gas canisters into the house and blew up the barricades the man made.

Detectives said Douglas Alfred Bischoff had already escaped a SWAT team trying to take him down last week after he took two women prisoner, jolting them with a stun gun and beating them.

Police said Bischoff left behind a small arsenal of guns, some hidden in his house.

Neighbors said SWAT officers moved people away, blocked all the streets, and snipers were laying on the roofs of nearby homes.

The standoff ended shortly before 10 p.m., and Bischoff was taken into custody.
