FEDERAL WAY, Wash. —
A former University of Washington fraternity president is accused of rape for the second time, and the story is now reaching an international audience.
According to court documents, Edwin Kevin De Boer met with a woman at a Federal Way Park and Ride in November, and then went on a date for dinner and drinks. The woman woke up naked the next morning in De Boer’s bed in pain and with no memory of what happened.
Prosecutors accused De Boer of slipping the woman a drug on the date, and then raping her while she was helpless.
Lab tests showed the sedative Lorazepam, an amnesiac, in her system,
De Boer’s face is now on a United Kingdom website, the Daily Mail.
KIRO 7 Eyewitness News reporter Chris Legeros spoke with neighbors who were stunned about the rape allegations.
“I’m really shocked because they seemed like really nice people. I personally have never met them, but they moved in about a year ago,” said Konstantine Voyevodin. “Usually when something like a crime happens, you kind of know, oh, well these people I expected something to happen, but with this situation, there was none of that.”
Court documents also showed that De Boer was accused of raping another woman at the Phi Kappa Theta house in July 2009 when he was president of the fraternity, but he denied it.
After a plea deal, De Boer was convicted of harassing the woman and got a 12-month suspended sentence and community service.
De Boer is currently in jail at the Regional Justice Center in Kent. His bail is set at $300,000 and an arraignment is scheduled for Feb. 4.
