TACOMA, Wash. —

A man whose fixation on Tacoma teacher Jennifer Paulson led to her fatal shooting had a prior arrest in addition to his violations of an anti-harassment order filed by the shooting victim.

Jed Waits of Ellensburg was arrested in Nov. 2008 for a fight with a man at an apartment complex in Ellensburg, police said.

According to a probable cause documents, Waits attacked a man he accused of living at the apartments Waits managed without paying rent.

When the victim told Waits he was not living in the apartments and did not need to pay rent, Waits grabbed the man by his shirt, started beating the man in the head and kicked him many times in the groin area, the documents said.

In the complaint the victim filed with police, the victim said, "I have never met the guy in my life and he assaulted me without warning. It seemed as though he had a serious mental problem or he was drunk."

Waits was arrested and charged with fourth-degree assault.

Waits violated the anti-protection order filed by Jennifer Paulson in September 2008 and was arrested on the same charges on Feb. 19, 2010.

Waits was a former member of the Washington Army National Guard and he received a less-than-honorable discharged in April 2009, said National Guard spokesman Keith Kosik.

Kosik said Waits was not a member in good-standing for much of his time in service, which included a deployment to Kuwait with his unit in 2007.

He was formally disciplined more than once, which ultimately resulted in his separation, Kosik said.

Waits also maintained a graphic arts Web site www.zygotecomics.com -- where he claimed to be working on his second online graphic novel.

The site has nearly two dozen pages about a man who Waits called a "fearless captain" seeking new adventures and encountering various obstacles in pursuit of truth.
