Over the last year and a half, dozens of women in the Maple Leaf neighborhood have been approached by the man, described by police as a "serial flasher." On Sunday, his victim was an 8-year-old girl, police said.

"He opened up his coat, dropped his pants and (did) his business, and so we obviously freaked out, picked up the phone, and showed him we had the phone with us. As soon as he saw that he took off," said Shelby Soike, who saw the man through the window of a café where she works.

Police described the man as 5 feet 10 inches, white, 30 to 40 years old, with short, brown hair. He was last seen wearing a cell phone headset.
