SEATTLE —

Hundreds of protesters demonstrated outside the National Governors Conference at the Westin Hotel in downtown Seattle Monday, and police worked to keep the group at bay.

In the third protest in three days, members of A.D.A.P.T., a national disability rights group, demanded the governors help in forcing Medicaid to more quickly turn to home-based, long-term care, rather than relying on institutions.

Protesters carried masks of the 10 governors who represent the states said to be the worst at providing options for people with disabilities.

"I think living in a nursing home is worse than living in a prison. I'd rather go to jail and that's why I'm out here today," said David Cornelsen, a protester.

Seattle police used buses, barricades and bikes to keep protesters away from the Westin. At one point, officers threatened to start making arrests because protesters were blocking traffic.

But police made a tactical decision not to make any arrests, and waited out the protesters instead.

The demonstration grabbed the attention of Pennsylvania Governor Ed Rendell, who came outside to address the group.

"I think this is a victory that is just a matter of time," Gov. Rendell said.

Rendell promised to present a resolution on the issue to the governors Monday, but said it would need a vote of three-quarters of the governors to pass.

He said it is more likely to pass at the governors next meeting, in February.

Meanwhile, people for the Ethical Treatment of Animals protested outside the building of one of the meeting's co-sponsors, Amgen, which reportedly uses animals in its biotech research.

Amgen hosted a social function Sunday night where some governors could attend. State Patrol troopers closed off access to Amgen's offices.
