SEATTLE —

Never before released public records, acquired this week by Seattle-based investigative reporter Chris Halsne (KIROTV- CBS-Cox Media Group) show a member of President Obama’s Secret Service advance team flashed his federal badge when first stopped for Driving While Intoxicated in Decorah, Iowa, last August.

According to police reports dated 1:30 a.m., Aug. 13, 2011 (just two days before President Obama visited town to begin a bus-tour campaign during the primary election period), a Decorah police officer saw a rental car go through a red light downtown.

The police records, released to Halsne, state:

"The male driver had bloodshot and watery eyes. I asked the male driver for some identification. The male opened up his wallet showing me a federal badge and Secret Service identification. I asked the driver for a driver’s license, which he handed me located from within his wallet and badge. The male was very slow in his movements and stated that he was armed at that time."

After securing a service revolver from the agent’s ankle holster, the officer reports that 39-year-old Daniel Librado Valencia failed a number of sobriety tests. The Secret Service agent, who was wearing flip-flops on his feet, was arrested and booked into jail for Operating (a vehicle) while Intoxicated.

Under a report heading titled "additional information," the police narrative report states Valencia was turned over to the jail staff for processing, but that "Three gentleman from the Secret Service came to the (Decorah Police) department a short time later… They spoke with Valencia in a private room. They were also released Valencia’s service weapon from evidence."

The report notes that three open bottles of Fat Tire Beer, with various amounts of liquid remaining in them, were booked into evidence -- along with a black Sig Sauer pistol.

On Feb. 3, 2012, Valencia was adjudged guilty of OWI, 1st offense, fined $1250, and sentenced to two days in jail.

Halsne’s call to the Secret Service in Washington DC regarding Valencia’s current employment status have yet to be returned.
