MOUNT VERNON, Wash. —

The Skagit River was rising and expected to reach flood stage about 8 p.m. Tuesday, the second time in two months the river has flooded.

The river was expected to crest around 4 a.m. Wednesday.

In Mount Vernon, a sandbag wall was still intact from flooding a month ago and people weren't taking any chances.

"My shelves are cleared off, everything's full of gas. Generators, propane tanks are full," said Andy Jensen, of Hamilton.

Jensen's almost ready to uproot his RV home at a moment's notice and leave the Hamilton neighborhood he's called home the last three years.

"I can go park and pretend I'm camping out for a while," he said.

He and his neighbors were preparing to clear out and move to higher ground very soon.

They did the same thing a few weeks ago, when floodwaters ravaged their town, damaging dozens of homes.

Reminders of last month's floods are everywhere: piles of debris bound for transfer stations remain on some street corners, along with furniture ruined by floodwaters.

Signs mark the flood line that on some buildings went halfway up the walls.

People around Hamilton, like Becky Orcutt, are hoping it won't be as bad this time.

"I hope it doesn't get too deep but I bet it will," she said.

Officials said they are monitoring the river and are on alert around the clock.
